Mp4 format on a PSP?

Question

so i have the video downloaded and saved in my documents that i want on my Ps. its a video of boy meets world, and it says that its Mpeg-4 movie. I read that need to make this into a lower something or other and that i sould use the two converets that people recomend. ive used the PSP video 9 one, and PSP video manager. But when i go to look for the file to convert on them, i cant choose it for conversion. help please
