looking for a plant to quickly build up soil
the depth of my soil is between 6 and 12 inches
i live in upstate ny close to Rochester.

Arundo donax Giant Reed Grass is hardy to zone 6a -10degrees, which is southeast new york. so you may be at the northern limit in northern ny. But it is very hardy and fast growing so it is worth a try. can spread far and wide quickly
