I am an Indian and I have observed that in parties even if it is chilling cold the ladies dress up not to cover but to show.

Well I think that ladies dress to show off so that more people will.. take notice of them! Because seriousely who would take note of a lady dancing who is completely covered. (My Opinion though)
And maybe its so that they feel as though they belong by being noticed for a change
Guys dont generally reveal themselves i think cos of the shame of all those MUSCLE ab celebs and all

You are making the mistake of using male logic. That will only get you in trouble. You forgot to add in why some get indignant when guys look at them.
