Have you tried taking the powerhead apart and checking the area where the impeller sits to make sure it's not clogged with gunk? While it's apart, put a little water in the hole and plug it in (make sure your hand are dry first!) to see if it spins. If not, the motor may be burnt out (check the fuse/breaker to make sure the outlet is working too!).

If it does move, unplug it and put the bottom back on, then plug it in again. If it works, fine. If not, ther may be too much friction to allow the impeller to move freely. It would be better to exchange it (if it was new) or get a new one.

If the problem is that it isn't producing air, make sure the valve is open, and that there's nothing clogging the airline where it goes into the powerhead.

Exactly what are you referring to when you say "power-head", is it the power-head on an outboard motor or the power-head on a 12gauge diving spear. There are many types of things so if you could be more specific we might be able to help you.
