You can use wet paper towel placed in a plastic bag as a "germination chamber". Simply put seeds on the wet paper towel, seal bag, you'll see sprouts within a week. You can determine your rate of germination by counting how many seeds sprout. The viable seeds that begin to grow can be transferred to pots or to the ground.
