-Why would anyone age 16 apply for a passport without their parent's knowledge and approval? Sounds like your friend might be planning something stupid. Thankfully, he will need proof on birth, citizenship, identity and parental approval. You should not try to help someone do something harmful to themselves.

no matter the state, a minor cannot apply for a passport without parental consent or participation. passports are federal documents and contracts of sorts. a minor, someone under the age of 18, cannot legally enter into a legally binding contract.

Just go to the post office, I think, and pick up an application. The application should tell you instructions for minors. Mine was mailed from Seattle, WA.
