On larger boats/ships, there's often a round thingie on the windshield, with a non-glass center and a line (wire?) running to the center. What's that for?

I'm guessing it's a small heated area so there's always something to see through in weather?

and it's called a "Kent Clear View" windscreen

Not only is it heated but it also rotates at high speed keeping moisture off to allow good visibility.
