You mean the ocean, right? Well, fish evolved in such a manner that they can only consume oxygen in water (i.e. blue looking stuff). Some of them were lucky enough to escape, and here we sit, able to ask questions with well known and obvious answers.

They don't normally, only in stores where they don't take care of the fish properly.
You're probably seeing this with bettas in the small cups. Bettas are tropical fish, and prefer water temperatures in the mid 70s or higher. Air temperature in the stores isn't that high, plus the employees probably don't change the water as often as they should. The cool temperature and poor water quality can lead to fungal infections in the fish. Methylene blue is a fungicide put in the water to keep the fish from getting a fungal infection. It also conveniently makes the fish poo and uneaten food harder to see. It also relieves some parasites and protects against nitrite poisoning.
