Because they don't want to? Depends on the situation or the size of their chest. In a professional, business setting, whether an A Cup or DD, a bra is called for.

They probably do not need as much support as other girls do. If they were hurting then they would make sure they put one on.
Also, there are some clothes you just can not wear with a bra.

Because there are some shirts you cannot wear a bra with. And if your breasts are perky enough to not need a bra, then go for it.

I think that some girls maybe just don't realize what a good bra can do for your shape...even if you're 'girls' aren't very big.
