It sounds like the idle adjustment screw to set how high or low the engine idles.

If, it not adjust the idle speed then it either High or Low speed air/fuel adjust. Sometimes they may have a L or H close to the screw.

It's probably the hi or the low jet. It lets more air/fuel into the Carb. If opened more. It let u tune it basically.

maybe your refering to the fast idle screw.there should be your curb idle screw and your fast idle screw.
