i don't know the name of the plant but it is a perennial shrub that did not have raised black dots on it last year

We could use a little more detail. What kind of plant? Are the spots on top of the leaves or on bottom? Are the spread all over or in a group?

On top and in groups are probably eggs. Can you rub them off?

Like the last person said, we need more information. Some plants naturally have black spots on their leaves. If they are all very circular and all over every leaf, I would guess they are supposed to be there.
