Adobe Flash. SWF is just a published version of a .fla (Flash) file.

naughty_sharky's right - unless you're trying to modify a SWF that you didn't create nor have access to the original. If it's not your original file, most people will be hesitant to tell you how to decompile it, since you could be ripping off someone else's work.
