Take it from someone in the business - every reporter is an investigative reporter. So, find work at a media outlet, do a good job, and see what you uncover.
Just a warning -- not too many outlets have the resources to tell reporters to spend days and days on a particular story without a very, very good reason. So get good at your job, report the facts, and go from there.

It starts with you learning how to write, investigate thoroughly and then working your way up into a newsroom until your editor feels you're competent enough to be an investigative reporter. It takes awhile and confidence in your abilities have to built upon.

Anderson Cooper got started doing freelance work in Myanmar.
If you want it really bad you can go out right now, do a report and try selling it. That's freelancing. Go tell about Hurricane victims, scheme victims, Iraqis living in the US...etc.
Anderson Cooper did that by himself in Myanmar, shooting himself with 1 camera.
