Bruce Lee said it in "Enter the Dragon", but I believe he was quoting someone else. He said it to a little boy just after he beat up Sammo Hung in the sparring match.

Give Ronin the 10 points cause it was Bruce Lee who said that. But it is true he could have quoted it from someone else.

It means while the moon itself is a heavenly glorious orb in it's own right up in the sky. You need to focus your time and energy on the glorious you that is inside of you and make it shine. So be the best you can be.
