First insulate all wall with insulation before hanging Board or dry wall.
For More sound proofing get thin plywood 3/8 "cut 2 2x4 0r 2x8 (easy to handle) glue 1" foam or thinker on it and cover with cloth . It will really block noise. I just use hooks and hang in on your wall it easy to remove this way.

With all due respect to # 1 and 2, certainly your budget seems large enough to do the job. If you aren't strictly demading that aesthetics be an issue, you can use construction grade, cellular foam sheets at 2 inches thick, and attach them as best suits you. DO NOT use egg cartons,,,sigh. I see that suggested far too often. Egg carton cardboard, or foam and air, do not deaden sound. You certainly can however also use studio type, acoustical foam pads/panels, also installed to suit. They look similar to an egg carton design, but I have to believe you understand what I'm talking about. If you have the notion, you can do the ceiling as well. If there are windows in the room, install drapes, put carpet on the floor if none exists, and the foam padding under. Many things absorb and deaden sound, even furniture.
