am i still responsible to pay him even if we never had a signed retainer

If that attorney represents you, then yes. You ratified the contract through your own payment. Your signature on a credit transaction or check (or money order for that matter) is your legal signature to the agreement. This comes straight out of the Restatement 2d of Contracts.

If your attorney provided you with services based on the assumption that you would sign the retainer, you have to pay him for the reasonable value of the services (probably a reasonable number of hours x the usual rate for legal services in your area). If the retainer would have been less than that, you should probably just pay up, even though you didn't sign.

The retainer agreement indicates that you have hired that particular attorney regarding a specific need.

If you had an interview with them, and it was not "at no cost to you", then you would owe the attorney their normal hourly rate. The only thing you would not have to pay would be the retainer fee.
