Can anyone tell me how electronic monitoring works? How can they tell if someone goes over their allowed area? I mean there are thousands of people they're monitoring. GPS is that similar to it?

It IS GPS monitoring, and it is accurate to within a foot or so. It is on an automatically set system, and is carefully calibrated. The monitor automatically alerts authorities if the person goes outside of their 'area'.
