it depends on several variables.
If the frost is strong and destroys a lot of the crops, it'll have a factor on the supply curve.

But if there are extra imports from Brazil or a bumper crop in california at the same time, then it would be less of a change of the supply curve.

yes it would. if there is frost during the blossom stage and budding stage then for that season the tree will not grow fruit. so yet there would be a setback to the supply of citrus.
