A major jellyfish bloom is extremely inconvenient if you want to go swimming, so it makes sense to get the boaters out looking for the jellyfish before they get to the beach.
It is funny that they refer to this as a "jellyfish invasion," since jellies cannot move of their own accord; they just float on the ocean currents.
