aerostar van wheel buttons aren't working?

i have a 1993 aerostar window van......for soem reason a couple of months ago the steering wheel's buttons stopped working...i now have no use of my horn or my cruise control......i checked the fuse for the horn and it is fine, i dont know what else to check and i kind of need the horn for a safety check...please help

Clock spring ribbon is broken inside the steering wheel.
