My guess is the same as the first answer - you're likely talking about the supplemental round of MLB's amateur (Rule 4) draft.
It's a round of picks held between the first and second regular rounds, and choices in the supplemental draft are rewarded to teams based on free agents they've lost. That's why this year's supplemental round actually had more picks than there are teams in MLB, because they'd made some changes to the classification of free agents and the rewarding of picks.

I have not heard of a supplemental draft, but maybe you are talking about supplemental draft picks in the rule 4 draft? If so those are picks given to a team who loses a Type A or B free agent.

supplemental drafts are for teams to draft players that werent available during the regular draft for one reason or another. Not all teams participate in them however because you have to forfeit an early draft pick the following year.
