How do you get these types of sites to link back to you. What can I offer them in return other than a custom article. When writing articles, is it good to write and then offer or ask what to write about? Just trying to be creative. Please advise!

Your best best to get an inbound link is to write the webmaster - usually there is a link somewhere at the bottom of the main page - or you can check the tech contact on the domain registry information (do a whois at internic.net).

BUT it seems very unlikely to me that a gov site would link back to an 'outside' website; at most they might agree to repost your article on their site, if it was appropriate and accurate. However, I believe anything posted on government websites is considered 'public domain' so you would not get any royalties.

Still, it's worth asking the webmasters - you may get lucky.
