It is very hard, but there is a way to tell. If the water is right and the fish are not to small then on there pectoral fins(front fins) there will be white dots(breeding tubercles) this goes the same for the gill covers. If you see the dots that means its a male if you cant then its a female. The dots are somewhat hard to see so when you look you could be wrong. These dots will only show if temperature is at breeding temperature.

Goldfish are in the carp family and they are very difficult, if not impossible to sex. They sexually mature around the 5-10 inch size and even then it is almost impossible to tell. Goldfish breeding only occurs in ponds, during certain times of the year. They need very certain water conditions, and even though they are said to be generally easy to keep, they are very difficult to breed. The scientific method of sexing a goldfish is to inspect the area behind the anal fin. There are several websites dedicated to this and I am sure you do not want to go through the trouble for your goldfish. I would say just guess, you have a 50/50 chance of getting it right, and i'm sure your goldfish won't mind if your wrong.

You can only tell them apart once they're over a year old and in spawning condition. other times, they look like females.

The males get white tubercles (look like pimples) on the gill covers and along the front edges of their fins. This can look like ich, so be careful on this call.

The females and males will also have a different appearance to their vents.

See photos of both features in this link: http://www.bristol-aquarists.org.uk/goldfish/info/sexing-fs.htm

It is impossible to tell the gender until they are ready to breed, which doesn't happen very often.
