Much depends on the child's interests. No Myspace though!
My 13 year old loves Runescape (another user mentioned it above).
Other sites that are learning oriented but in easy, digestable bits that interest tweens are:
www.livescience.com (sort of like tabloid science...you can even vote on some pics an stories).
http://www.howstuffworks.com (everything from why the World Trade Centers fell, how the Navy Seals programs work to how the Batmobile works)
www.extremescience.com (short explanations about science related issues with lots of pictures).

I would not suggest club penguin because it allows them to talk to strangers which a lot of parents don't like their children doing online.
