when a person is alone in a small room where its really quiet he might hear some kind of ear piercing sound
why is that?

I'm sorry, but most people don't hear this. Like loud music don't you? At least you did as a kid. You have tinnitus as a result. Fortunately, if you can only here it when it's quiet, it's very mild. For some it can be a nuisance. I would suggest avoiding load sounds for the rest of your life, or it will get worse.

If you are in a very quiet place, ideally an anechoic chamber, you can hear the blood rushing through your ear and things like that.

If you are hearing a high frequency, you may have tinnitis. I do, from loud music when in bands in the 70s. You can get it from such trauma. Usually it is permanent damage and very annoying. It can also be from low serotonin, low blood sugar, ear infection, thyroid problems, and MS. A lot of people have it and don't realize what it is.

as far as i believe thats your brain because i wasnt hearing that sound until read this question and i tried to hear i was able to hear it even though the tvs on

well, I think the lowest frequency that humans can hear is 20MHz
or 20Hz(don't remember), but it is all the satellites.
