I'm thinking of having kids and I'm brainstorming cost effective ways.

plastic would be better as they tend to pee a lot and would fall out when the bag gets soggy. just make sure you put airholes in it

Make sure you get the paper bags with handles for carrying ease. You may need to double bag if the kid gains too much weight

I think brown paper bags are durable because they are made from solid recycled kraft paper with twisted paper handles linked to the inside of the bags.
