Sorry dude, but your anti-virus did NOT take care of the problem! You would not have the excessive pop-up problem if your anti-virus and anti-spyware apps were doing the job.
Popup blockers, such as the Yahoo and Google toolbars, will only stop web based popup advertising. They can help somewhat but will do nothing to stop popups on a computer that is badly infected with trojan downloaders that are "phoning home" and contacting other computers to download and deliver the pop up ads.
Try a full cleaning and dis-infection routine, if you are getting excessive popups, or are getting popups even when you are offline.
This is the one I use (it will take some time). These are on-line scans, you do not need to uninstall any of your current protections.
1. Scan for virus and remove (free online scan) with BitDefender

2. Scan for trojans, adware and spyware and remove (free online scan) with Ewido

And your problem is not the quarantined virus files. A virus in quarantine is effectively "neutered" and can do no harm.

The answer is the one you are using. There is no other way in the world to quarantine a virus other than with antivirus software which obviously shows you in the quarantine folder the viruses it has indeed quarantined.
Simply click delete on all viruses in this folder - end of story.
The reason for this folder is to check if one of your own files has been moved there.
For example let's say you have a Recipes list file you created. This then gets infected with a virus. The antivirus software cannot entirely and safely remove the virus immedaitely so it moves the entire file into the Quarantine Folder and successfully quarantines the virus from activating or spreading further in the system.
You review these in the quarantine folder, and if there is such a circumstance - you click "Attempt to Clean" the file of the virus. If it cannot - then you have to make a decision about that File. Number one, there is no way to clean it to save it with the current antivirus you are using. That means you either delete the file forever with the infection - or you will have to resort to some other recovery effort to retrieve the contents of the file and then delete it - but at least you will have the data that was inside to make a new uninfected copy of it. In other words a recovery like this may retrieve at least 90 percent of the contents is the best they can do most times, or better.
Most people do not know this about their antivirus program and why the quarantine folder is used by them. This is why. There has never been such an event usually since Windows 95 - and you are always just going to see the actual virus in the quarantine folder and nothing else. This is why you simply delete it after you read the information about the contents of the quarantined item - it's 99.9999999999 percent of the time just going to be the virus itself.
Doesn't hurt to double check it so you know you've lost nothing to an infection. The partial destruction of a file by malware is called "corruption of the file".

Virus quarantine are just a folder of an antivirus software. When virus gets quarantined, they still take your disk space. When antivirus software are uninstalled, the quarantine folder should be uninstalled with it automatically, additionaly, most antivirus software will ask you whether or not you want to delete viruses from quarantine when you uninstall it. The viruses will not be put back onto the system from quarantine if the antivirus software are uninstalled.

When you are infected, your system has been compromised and the only way to be completely 100% sure the infection is gone is to rebuild your system. Most folks don't want to do that and choose to close there eyes hope for the best. That's risky. To do the right thing, Backup your data and do the Right thing by re-install your system. It's best to have good protection to start with, such as Malwarebytes, Microsoft Security Essentials 2.0 or others.

to remove quarantined viruses is kinda easy. go to your anti-virus's control panel. Go to the quarantined view and select all the viruses there. Click on the delete button

Some other way is to try scanning in safe mode with network.
Tap F8 when booting your computer. Choose safe mode with network.
Start in safe mode with network.
Start -> Run: type iexplore http://www.bitdefender.com/scan8/ie.html (Enter/OK)
Scan your computer.
If you find something; delete it. Restart and do the same again. When the scanner finds nothing this scan is finish.
Reboot again in safe mode with network.
Start -> Run: type iexplore http://www.ewido.com/en/ (Enter/OK)
Scan your computer.
If you find something; delete it. Restart and do the same again. When the scanner find nothing this scan is finish.
Now you can reboot to normal mode.
*NOTE: Do not surf the net or open any programs when doing this scans. This because you can start spyware/adware/viruses manually.
