most shop packages will come with windows etc pre-installed, you might as well as companies who sell it oem are getting it heavly discounted. before it used to be cheaper to build a pc from scratch, but now not so..

thing is you don't say your budget, your country.. look at what you actually want the pc for, no point in getting a low spec pc for graphic intensive games etc.

you could just buy second hand etc, but appart from building it from scratch you probably will have to buy it with an operating system, but some companies dell ? i think allow you to buy without OS.. so you could just use a free distro of linux instead.

if your just looking to re-house a pc in new tower case, in the uk cheapest you'll get without a psu is £10-15. or £25-35 with a PSU.

Some of the cheapest computers out there is from ACE, but I would not suggest it. ACE has a bad rep.

Well it depends on the specification of the computer you are looking for and the end purpose of the machine.

If you are in the UK try www.inmyshop.com and look at the HP machines, If you are in the US dell / HP will build custom machines to order and they are comparitively cheap compared to the rest of the market.
