Trust me, I've been sunburned on many vacations before we even got to our destination! You can definitely get a tan or burn through a window - be it a car window in my case, or a house window in others.

lol not through a plastic window. but through a glass one yeah. i used to do that in my house when I lived in the U.S. It was always cold in Missouri. So, if you have a glass window, then you can tan through that. It will even work better than tanning outside because glass magnifies the rays.

Yes, unless the window has been treated with special window treatment (which most windows aren't), you can get a sunburn while indoors.

Yes you can, but not as much as outside because glass blocks some UV rays. Not completely, but enough to make tanning slower.
