hm. good question. just guessing, but...
i think being IN a movie means you're IN the cast, that is, one of a group of people.
ON TV probably indicates you're ON the screen. you could be on the "silver screen" as well when you're in the movies.
(still, it's one of those questions, like, "what's the singular of cattle"...)
