Most likely not. HOAs are established so that a few can control the actions of many so that their property value does not drop. If the home is over 20 years old, the covenants have expired, and the HOA may not have any legal teeth, but they can sure make your life unbearable. Can you get a copy of the covenants for your neighborhood?

It depends on what their rules are. Every Homeowners Association is different, depending on the area.

Does anyone else in the neighboorhood have one? If not, it's pretty unlikely. Flatter the HOA president every time you see them!
