Yes.

If the fuse is out of the circuit, you can rig up a simple tester with a flashlight bulb, a length of wire, and a AA or similar battery. Place one length of wire on the side of the bulb, the other end on the fuse. Put the other end of the fuse on the positive end of the battery, and place the end of the bulb on the negative end of the battery. If the fuse is good, the bulb will glow (very dimly, but if you get any glow, the fuse is good.).

The best method is with an electrical test meter set for ohms (upside down U).

From your question, you are not trained enough to safely check the fuse in a live circuit. Please do not attempt.

a circuit tester will show you.
A circuit tester is a device with a little camera, hearing aid type battery that will lite a small flash lite type bulb if the fuse is good or if the fuse is bad it will not complete the circuit or lite the lite.
The little device should cost $4 or$5 bucks.
The fuse should not be installed in unit!

go to wal mart and get a multimeter for $10 and use the ohmmeter on it to test if the fuse is good or not or you could hook it up to a flash light circuit and see if it has continuity or not.
