Since California is willing to pay for health care costs of all illegals, couldn't someone with a San Francisco or Sacramento
birth certificate sue the Golden State for lifetime health care even if they live in Nevada or Pennsylvania?

I am a native of California, by that I mean I was born and raised here, still living here.
It is easier for illegal aliens to get the state to pay there medical bills than it would be for me. If I went to another state, I could get that state to pay for my medical health care once I became a resident there, if I could not afford health insurance. It is the same in California, you have to qualify. If you need emergency care here, you can go to any hospital and they can't turn you away if you don't have insurance.
It doesn't matter what state you are born in. It goes by what state you presently live in. Or what state you are in when you need medical care.
California only pays for the health care costs of the illegals that are in this state, and only if they are in this state when medical care is needed. Once they leave they are on their own. Same rules apply to people with birth certificates from California.

No. California, like many other states is attempting to bring health care costs down for all citizens. That is the idea behind a state sponsored health care system, that attempts to guarantee basic health care for all citizens. The key word here is citizens. Native born Californians are not necessarily citizens of California and have no legal right to sue for California state haelth care payments in another state. There has been no provision stating that California is willing to pay for health care for all illegals.
