You don't have any right to privacy under English law - it's one of the things that celebs constantly complain about. There is a clause in the Press Complaints Commission's code of practice which says that it's unacceptable to photograph people in private places without consent, but that doesn't apply to your neighbour unless he's a journalist or press photographer.

Yes they can but only if the camera is seeing what a normal person would see. If the camera is looking in a window it cannot be focused in such away as it sees anything not seen by the naked eye. You have a reasonable right to privacy for anything that a normal person would not see. In most sates it is a criminal offense

If you felt they were invading your privacy, you would have to take them to court. You would need to ask a lawyer in your state in any case, so why not just call a lawyer and ask?

You would have to prove that they were causing you harm, or damaging you somehow. You have to have photos of their webcam, and videos of them.

On the other hand, if they are friendly neighbors, they might tell you why they have a webcam .... are they being stalked by someone or burglarized all the time?

If they are unfriendly, then ask a lawyer if you have a case against them.
