Clean the mower deck top and bottom and check for any binding in the spindles. Could indicate bent spindle or just lack of lubrication depending on how severe the binding is . Do not use a power washer, but you can use a garden hose to rinse after scraping. If it is the type that requires greasing the spindle bearings, grease them.
Also, cutting height might be set too low.

This doesn't make sense, if you took the mower deck drive belt off how could you engage the mower deck?? And what does bog down mean? Do you mean the engine dies? If that is the case it is probably one of the safety switches. Either on the engage lever or the seat.
