For most people it is the time between work and going home. Taverns often have "happy hour"s late in the day with either reduced prices or free snacks. I once stopped at a restaurant in Kansas where "happy hour" was iced tea for farmers in the late afternoon. Happy Hour in auto racing is the late afternoon when the pavement is cooler and the winds gentler.
