In the 1990's there were 2 leap years (1992, 1996, ) But in the 2000's there will only be 3 leap years (,2000,2004, 2008).
It all depends what is divisable by the 4 times table.
So the answer is there are 2 leap years every other decade then 3 leap years for every one in between.

see u must be knowing two things tat a decade contains 10 yrs and a leap year is a year that comes once in 4 yrs. if a yr is divisible by 4 then it is leap year else it is not. so in a term of 10 yrs we can find only 2 yrs that r divisible by 4. that is only 2 times in a decade leap year occur. but during spl occasions such as a decade if u consider from 2000 to 2009, u wil have three leap yrs. so in a term of a decade there are 2 leap years for sure and atmost 3 occur(rarely)

There must be 3 leap years if the 1st leap year falls on either the 1st or the 2nd year of the decade, otherwise there must be 2.

Leap years take place every 4 years, except for special occasions (once every hundred years or so). So, depending on how you divide a decade, it could range from 2 to 3.

2 to 3, depends.
A year which has a multiple of 4 is a leap year.
However, a year with multiple of 100 is NOT a leap year.
One more exception, a year with multiple of 400 IS a leap year again -.-
There are 97 leap years every 400 years (fixed), so on average there are 2.425 leap years every 10 years (or decade)
