In MegaMan Battle Network 3, Is it possible to fight Roll after beating BubbleMan?

I heard a rumor that you can fight Roll after fighting that bubbly doofus, BubbleMan. I'm at the point where Lan (a.k.a Netto) is about to leave Mayl's house to go home, and I talked to her, but nothing happened.

being able to fight her in 3 is a myth
