They actually did have a proposal to do this but when most of her leadership realized how this would limit them in giving perks to their friends and contributors it was deep sixed. Just like all this big eithics push and they put people like William Jefferson and John Murtha in leadership roles.

Because she's a politician.
Since they "represent you", they feel they have to bring money back into their district to show their constituents how well they're representing them - instead of doing the same while looking out for the entire country at the same time.
That's just a tip of the iceberg, though. They'll say whatever it takes to get elected, then do whatever it takes to get re-elected.
