I think he means that we will learn to live without our freedom and our constitutional rights. Bush is a horrible dictator who has also been quoted as saying tyrannical things like, "Stop throwing the Constitution in my face! It's just a g*ddamned piece of paper!"

Learn to do without George Bush as President? Well, we managed that for over 200 years.

Probably means learn to do without food so they can buy gas!

Or learn to do without cars because they can not afford the gas.

Or learn to do without money to buy either gas or food because of all the jobs we are losing to China

Or learn to do without housing and have to sleep under bridges because of all the jobs going to China.

Just a few of the do without's Americans have had to learn because of him!

a home, a good paying job, an effective disaster relief program from FEMA, gasoline, good education, effective government, their money, national pride, their loved ones in the army because they will always be overseas fighting a war, and other things.
