its not. it only feels wet when you touch it beacuase your finger is wet. not the water, DUH!

There are 3 states of matter, solid, liquid, gas. Water can be found in all 3 states, ice, water, steam. The term wet is descriptive statement about the liquid state. This is the way I was told anyway :-)

Because so very many things dissolve in water. So you don't have oil enough (like a duck) to repel the water, and it feels wet. It's not that your skin dissolves, of course, but the fact that your skin has developed (evolution!) the ability to detect wetness because of its significance to everything we do.

That is the definition of a liquid...being wet.
Water is a liquid.
Water is then wet.

It is wet because its low surface tension allows it to spread on to other surfaces such as your hand, and make them wet. You can lower the surface tension even more by adding soap to it. When you do that it enters small crevices and helps in cleaning your hands and face. If the surface tension were higher it would just stand on your hand like small beads.

Wetting refers to it's ability to cover other materials. Water is a polar molecule, and many materials are slightly polar, so it covers well.

Because if it was a solid we would not be able to drink it. And if we could not drink it we would not be so healthy because when we sweat water that u drank comes out so we haved to put it back in or Else we could not sweat.

surface tension is weak enough for it to penetrate fabric for example.

Detergents weaken the surface tension and make it even "wetter" - easier to penetrate the cloth.

Mercury a liquid with high surface tension doesn't wet things at all

it only has that characteristic at room temperature under normal pressure. wet steel would not feel as pleasent.
