I've heard this several times. What exactly does it mean when someone gives someone else a 'dirty look'?

You look at someone in a sneering, derisory way as if you are repulsed by them and/or they are beneath you in status.

A mean or threatening look. Almost everyone has given one, whether by accident on intentional.
For example: If someone gets you in trouble you tend to glare at them, or give them a "dirty look"
If you don't like someone you might give them a "dirty look" when you see them in public.

It means that they look disapprovingly at the person. For example, if you were talking to your friend in the library, the librarian might give you a dirty look.
