technically it is a colloid, a gas dispersed in a liquid.

It's obviously not a gas. So that leaves 2 possibilities. Since a solid is not malleable at "normal" temperature ranges, shaving cream is classified as a liquid, which is something that moves and flows at "normal" temperatures.

its a liquidy solid pumped out with a gas :)

a mixture is referred to as a colloid.

it is liquid with gas forced into it to form tiny tiny bubbles.
