Don't ask what person. That person refers to any rich or poor person.

If one is born into a rich or a poor family... it owes its existence to the residual balance of karma of all the previous manifestations (lives)! Our soul atman has manifested the body to remove the impurities within. It is not within the capability of the body to manifest a soul atman. As the iron within an iron ore cannot separate itself on its own... the soul atman works out its karma through a body.

The cosmic life cycle of the soul atman consists of 8.4 million manifestations of which 7.3 million manifestations are spent living the life forms of insect life, plant life and animal life. In the human form alone we have 1.1 million manifestations (an earthly life cycle of 12.1 million years). In whatever phase of life we may be (every human being oscillates between the cosmic numbers 7.300001 and 8.400000)... the ultimate goal of life for every human being is gaining enlightenment (kaivalya jnana) and finally salvation (moksha).

Suppose we are born in a poor family at number 7.300120. Supposing the number at which we manifest birth in a rich family is 7.302400... Then in the present physical manifested life... our good deeds must result in earning Punya karma to the tune of 2280 or above so that we manifest next birth in a rich family. In the cosmic system... everything is dictated by the doctrine of karma! As we sow so shall we reap... nothing less for more!

Only by performing good karma (good deeds) in the present manifestation we can improve our future manifestation... never otherwise! If we have a negative residual balance of karma... we need to even work harder to neutralize the effect of the same! For a farmer's son to marry the Princess... the positive karma required is enormous... it is not impossible! We have instances in history when sons of the soil made it possible!

Whatever be the balance of life of the previous manifestations... we can definitely improve upon that in the present manifestation. No amount of prayers or worshiping helps. It is only when we indulge in good deeds... we earn Punya karma! In the world of karma there is no place for chance happening or miracles! All is the result of a system that cannot err. The goals of every human life being gaining enlightenment... why not proceed now in this very life! More on good and bad Karma - http://www.vijaykumar.org/good_and_bad_karma.html

There is no difference between the rich person and the poor person. Their bodies are operating in the exact same way. Everything else is created by society. The natural operation of the universe has absolutely no need for society or its ideas. The 'why' behind your question is put there by your society to force you to pursue 'meaning' outside of yourself. There isn't any. There is only the natural functioning of life. All else is thought designed to sustain and continue society.

That option is not given to the person who is born. It is nature's selection which decides.

Because two poor people chose to have sex and two wealthy people chose to have sex. We are here as the result of actions by our parents, they are the one's to answer the question.

Some parents make good choices, others do not.

Your question is very unclear. But anyway. I guess because it was God's decision.
