The British did, it was their decision to make for some reason I don't recall, but they were the world power at that time. Problem is, they had promised it to the Palistinians previously. However, after WWII we were so shocked to hear of what had happened in the death camps that we supported them, as did all the other NATO nations. This was all before I was born, but Britain had the position then that we do now in world affairs, we didn't really get into all of that until after WWII. We were part of a large community of people who all believed the same thing. It was not as cross culturally sensitive as it is today, that is the truth. But that was in an era where land wars (if we win we own the land) were just ending in acceptability, and it was a different mind set around the world, from what I read.
