...off the top of my head, I'd have to say that one of the films you might be talking about is "Friday the 13th Part II", from 1981.
During the pre-credit sequence, a child sings that song while walking in the gutter, and splashing the water flowing there. The kid walks by a house being watched by a mysterious figure (Jason). The house turns out to be that of the last survivor of the first "Friday", who cut Jason's mother's head off; least to say, Jason was there to return the favor!!!
