The job of intercepting drugs (along with other prohibited items) is within the remit of HM Revenue & Customs. As well as customs work, they also assist the Home Office on immigration and border security issues, so the USCG model is largely already in place. I'll concede that there is a size difference; the USCG has a workforce of 39,000 on active duty (see Wikipedia link), whilst only a fraction of HMRC's staff are deployed on maritime security. It would be fair to say that the point you make about a boat load of illegal immigrants dropped-off at Durness probably has some validity. The fact that you say you have seen an RN ship a couple of times a year, but not a Customs Cutter should tell you as much as you need to know! Unlike the USCG, our vessels are unarmed, so if the bad guys were thought to be carrying weapons, the RN or Marines would help out. Where the Navy takes on drug interdiction work, it would normally be well away from the UK coastline. A chap called Lord Carlile who reviews anti-terror law, published a report in June this year identifying some problems with our border security. His report is in the public domain, and if you're interested, you should find it on Google easily enough. It may have been that which prompted Gordon Brown to announce a "Border Force" on 25 July. I am not sure what maritime law states about this situation of marine proportions but until there is clarification maybe they should consider getting into the lifeboat for some protection or at least wait till sea rescue arrives.
