In the USA, we have the wealth of this country concentrated in the hands of 1/2 of 1% of the people. When you have that kind of disparity, you have created a class of people who hold themselves above the rules they want to impose on the rest of us.
Not all of these folks are amoral. Not all of them would commit murder to get what they want - in fact, probably most of them wouldn't. After all, they can buy almost anything they want (expcept perhap happinees and love but even that is debatable). And to the bulk of the people in this country, life is more impertant than money.
So the issue may not be whether life or money is more important. It may that you have a class that is above the law, can buy the law, can make the law or bend it to their own means.

Of course! Think about it, how many innocent people are incarcerated or are on death row for crimes they did not commit? How many prisoners after 20 years were released from jail after having an adequate trial by law students in NU(Illinois)? Why is OJ free? Why is Spector not in jail? Unfortunately the criminal justice system is trying to make a statement with Paris Hilton, but her pity crimes don't compare to murder. It took 20 years for Rolando Cruz ( Illinois) to be found not guilty after discovery(evidence) was introduced in court and also after a lawyer who actually gave a **** about this Latino guy was willing to represent him.

I think that the people living in countries in general tend to follow the examples of their leaders or maybe it is the leaders who are the product of the thinking of the population. A good example of this is Rajapakse, who is the President of Sri Lanka. He is corrupt, indulges in nepotism in the most cynical manner and come election day portays himself as one of the people. (which he probably is, as the rest of the country from those in high office, down to the poorest taxi driver will fleece all without mercy).
Take my illustration of Mr Rajapakse and combine it with a little imagination and apply it to Messrs Bush and Cheney, and I think that you have the answer to your question.

We see this with OJ, Ray Lewis, Robert Blake, Phil Spector and other killers who "get away with it" because they happen to be rich, famous, or powerful.
There are two sets of laws in America. One for the rich and famous and the other for you and I.
