Considering her excuse is I stepped on a roach and twisted my knee. I just want to be fair. How late would an employer allow her to be?

I would think only an hour or two and if it was going to be longer then that person really should been seen by there doctor or go to a urgent care center and get the knee looked at.
I think that it depends if that person has had a habit of being late or missing a lot of work on how late a employer will let a person be late for. I know that if I twisted something that I would get it looked at and then get a document to give to my employer as well.

It all depends on how big the roach was. If it was a giant roach and she had to go to the ER, then she should have an excuse for a couple hours.

I would say, it depends how often it happens and if they rang in to say they would be late. 5 minutes seems to be acceptable, but does tend to mean that 5 becomes 10, and so on. If your workplace has a policy of punctuality (you must be hear at x time) then she should stick to it, or ring to explain, or face the consequences. BTW, I would say her excuse sounds too ridiculous to be made up!

An employer could likely be an azzhole. Since we're talking about family here I think you should call her back and tell her to rest at home today.
