I assume that you mean 'infiltrated'. If so infiltrate means:-

cause to filter, to cause to filter into, to sift into, to permeate, to permeate gradually, to sift or filter into, and (as of troops or agents) to enter a hostile area secretly and for subversive purposes.

It is usually in the last sense that people talk of infiltration.
